Donald Trump stood in front of an $18 billion steel project this week and did what he does best: made it sound like it was already built. The Essar-backed facility spanning Iowa and Minnesota will be, Trump promised, the largest steel plant in American history, producing 10 million tonnes of steel annually once it reaches full capacity.
There's just one small thing: it won't actually make any steel until 2030. And when it does, it'll start at 7.5 million tonnes a year, not 10 million. But sure, let's talk about the $95 billion in projected economic output over ten years. Let's talk about the 8,000 construction jobs. Let's talk about anything except the nine-year gap between the headline and the first ton of steel.
Trump credited his tariff plan for the project's existence, stating "Soon after my inauguration, I imposed powerful 50% tariffs on all foreign steel, and now our steel industry is roaring back to life." It's the kind of causality that sounds great in a speech and slightly less great when you remember that Essar Group's Minnesota operations have already seen construction delays and a Chapter 11 bankruptcy filing back in 2016. The company emerged from that as Mesabi Metallics, and now it's building again, this time with a deadline that exists somewhere in a future most of us won't see arrive on schedule.

Essar's Rewant Ruia positioned the project as a return to American steel independence, stating that they are "building a fully integrated steel business from the ground up, connecting Minnesota's world-class iron ore resources with steelmaking in Iowa to produce 100 per cent American steel." It's compelling framing. It's also the kind of thing that plays exceptionally well at a campaign rally and somewhat differently when you're an actual investor waiting for production in 2030.
The superlative came first. The timeline came later. The steel will come after that.
